Overview
"I have land for which a grid connection study report has been obtained." "I have completed a connection application with the utility company, but the project is not moving forward." — If this sounds familiar, please consult REVIX JAPAN. This page explains the basic structure of grid-scale BESS sites and why these rights carry significant value.
What Is a Grid-Scale BESS Site?
A grid-scale BESS site is land for which the "right to connect to the electricity grid (grid interconnection right)" required to install and operate a grid-scale BESS has been obtained. For a BESS to connect to the electricity grid, a connection application must be submitted to the utility company (general transmission and distribution business operator), and a connection study response (grid connection study report) must be obtained.
This "connection slot" is finite, and acquiring a new one requires considerable time and expense. As a result, land and projects that already hold interconnection rights command significant value in the market.
What Are Grid Interconnection Rights (Connection Rights)?
Grid interconnection rights are the rights to connect to a utility company's transmission and distribution grid at a specific location and capacity. These rights are typically evidenced by the following documents:
- Grid connection study report: A document in which the utility company responds regarding the feasibility and conditions of connection
- Grid connection application response: A document confirming that a connection application has been accepted and approved
Projects holding these documents may also be referred to as having a "grid interconnection ID," and they carry high value as entry rights to the BESS business.
Why Do Grid Interconnection Rights Have Value?
Installing a grid-scale BESS requires connection at a location where the electricity grid has available capacity. However, available connection capacity is limited in various regions of Japan, and new applicants frequently encounter queue delays and prolonged timelines.
As a result, sites that already hold interconnection rights can potentially commence operations far more quickly than those starting the application process from scratch.
Additionally, grid connection works charges (construction cost burdens) may apply, and whether or not these have been paid directly affects site value.
What Types of Land and Rights Are Eligible?
The following situations are within our scope of consultation.
Landowners & Rights Holders
- You hold land for which a grid connection study report or grid connection application response for BESS use has been obtained
- You have submitted a grid connection application to the utility company but the project is not advancing
- You hold rights to a solar power plant (FIT/FIP) and are considering conversion to a BESS project
Brokers & Agents
- You are receiving a sale consultation from a landowner or rights holder
- You have grid-scale BESS site information and are seeking a buyer
Cases That May Not Be Eligible
The following situations may present challenges:
- Land with high hazard risk (anticipated flood inundation zones, landslide caution zones, etc.)
- Projects where commercial viability cannot be secured due to connection conditions (e.g., no special measures applied)
- Cases with deficiencies in application documents
- Projects with an estimated construction period of 25 months or more
If you are uncertain, please consult us first. We will conduct a free assessment using publicly available information.
Key Factors Determining Site Value
Purchase prices vary based on the following factors:
- Power area: Tokyo area sites tend to command higher prices due to strong electricity demand
- Construction period: The shorter the remaining time until connection works are complete, the higher the value
- Works charge payment status: Outstanding amounts are factored in by extending the construction period for pricing
- Hazard status: Higher hazard risk leads to lower prices
- Land ownership structure: Multiple landowners may require rights consolidation
"I Want to Participate in BESS Business Without Selling My Land"
If you wish to retain the land and earn lease income as a landowner, please see the Low-Voltage Grid-Scale BESS Landowner Page. For participation in co-development projects for high-voltage BESS, please contact us.
Frequently Asked Questions
Q. Can I have rights-only appraised and sold even without owning the land? A. Yes, this is possible in many cases. Grid interconnection rights evidenced by connection study reports and application responses can often be appraised and sold separately from land ownership rights. Please verify through a free preliminary assessment.
Q. What is the difference between a grid connection study report and a grid connection application response? A. A grid connection study report is the document obtained at the stage of expressing intent to connect to the grid, while a grid connection application response is obtained once the connection has been formally confirmed. The latter generally carries greater value as a right.
